John Stark, CMI is the managing tax consultant in Popp Hutcheson’s multifamily and student housing practice group. John joined the firm in 2018 and oversees valuation, protests, and settlements of client portfolios at the local review board for a variety of property types including apartments, student housing, campground resorts, and offices to name just a few. As an experienced and former paralegal, John also helps in the litigation process through evidence preparation and regularly attends settlement conferences and mediations in the practice group’s toughest lawsuits.

John also manages Popp Hutcheson’s GIS (geographic information systems) database and developed proprietary mapping technologies used across the firm in real estate research, analysis, and appeals evidence packets. John also developed and maintains the firm’s internal Excel Add-In toolbar packed with a host of tools for both real estate and business personal property valuation analyses.

John has also authored articles and chapters covering topics from parking lot design to urban agriculture. His latest publications discuss property tax considerations and intangibles in purpose-built student housing.

John is a member of the Institute for Professionals in Taxation (IPT) and earned his CMI designation through IPT in 2023.

John earned a Master’s in Urban and Regional Planning from State University of New York at Albany (SUNY) in 2012 and a Bachelor of Arts from Texas State University in 2009.
