Charlotte Blakemore,
ManagerCharlotte E. Blakemore joined Popp Hutcheson in 2021 and leads the firm’s Government Affairs Department. Charlotte has over 8 years of experience in government in Texas.
Charlotte followed in family tradition attending Texas A&M University and has a degree in political science. During college, she worked at Texas Health & Human Services Commission during their Sunset Advisory Commission review and was legislative director for State Representative Bill Zedler (R-Arlington) during the 84th legislative session.
Upon graduation, Charlotte worked for a lobby firm and raised money for political action committees and political candidates. She ultimately became Chief of Staff for State Representative Hugh D. Shine (R-Temple) for the 85th through 87th legislative session and special sessions. Charlotte managed all legislative duties, bill and resolution drafting, member committee work, coordination of interaction with other House members, their staffs and interest groups. She played a key role in multiple changes to the Property Tax Code including the right to an exemption after a Governor declared natural disaster. Charlotte was recognized by Capitol Inside in 2023 as a Rising Star lobbyist in their annual Texas Lobby Power Rankings.
A fourth generation Texan, Charlotte was born and raised in Houston, Texas. Charlotte is a board member for the Central Texas Leukemia Lymphoma Society and was 2020 Woman of the Year runner-up. She is active in the Women’s Symphony League of Austin and the Austin chapter of Kappa Alpha Theta. When she is not volunteering, Charlotte enjoys attending Texas A&M sporting events, water skiing and shooting shotguns (bird hunting and sporting clays). She is a member of Riverbend church and lives in Austin.
