The Partners | ||
 Jim Popp is the managing partner of Popp, Gray & Hutcheson. In 2009 Jim will celebrate 30 years of practice in property tax. |
 Raymond Gray directs client relations and development for the firm. Since his first property tax job with the Ways & Means Committee, Raymond has over 25 years of property tax experience. |
 Mark Hutcheson leads the case resolution team at the firm and litigates many of the complex cases handled by the firm. Mark is one of the very few lawyers to have earned the CMI designation of the Institute of Professionals in Taxation. |
 Gilbert D. Davila is a partner on our case management team. His emphasis is on apartments, office buildings, retail centers and low-income housing properties. |
 David Hugin leads the firm's litigation and appellate practice and serves as in-house general counsel to the firm. |
 Darlene Sullivan is a partner on the case management team. Her primary focus is industrial, retail and business personal property. |

 Melissa E. Ramirez graduated from the University of Notre Dame with a degree in English and Anthropology in 1997. In 2000, she earned her JD from The University of Texas School of Law and was admitted to the Texas State Bar. |
 Sarah Weldon graduated from the University of Oklahoma with a degree in History in 2003. In 2007, she earned her JD from the University of Oklahoma College of Law and relocated to Austin, where she was admitted to the Texas State Bar. |

 Kirk Weinert serves the firm as of-counsel. He joined the firm after 25 years in property tax with the Coastal Corporation. |
 Wayne Gibbens joined the firm as of-counsel after many years as President of the US Oil & Gas Association. A past member of the Texas Legislature, Wayne also served as Director, State-Federal Relations for the State of Texas. |

Appraisers and Professionals |  Sebastian Rodrigano is the Director, Complex Property and a member of the case resolution team. Sebastian received his degree in chemical engineering from Texas A&M University. |
 Gregory W. Kort is the Director, Complex Property Appraisal. Greg has earned the ASA designation from the American Society of Appraisers, as well as his CMI from the Institute of Professionals in Taxation. |
 Trey Novosad received his B.S. in Chemical Engineering in 1998 from Texas A&M University, and is a registered Engineer in Training with the State of Texas, an applicant member of the American Society of Appraisers, and a member of the American Institute of Chemical Engineers. |
 John Murphy is Director, Real Estate Assessments. John brings over 19 years of valuation experience to the PGH Team. |  Michael Shalley is the firm's Director, Administrative Appeals. Mike is responsible for coordinating all property tax protests and Appraisal Review Board hearings, ensuring compliance with all deadlines as well as providing quality control for each appeal. |
 Andrea Douglas graduated from the University of Texas, earning a B.A. in Government and Business. Andrea is a registered Tax Consultant in Texas. |
 Kevin Sullivan is a Licensed Residential Appraiser and a registered Tax Consultant. With a knack for research, Kevin also participates in arbitrations and Appraisal Review Board hearings. |  Blas Ortiz graduated from Texas State University - San Marcos in 2005, earning a B.S. in Psychology and Political Science. |
 Rachel Schneider received a B.A. from Vanderbilt University in 2007 and a Master of Land Economics and Real Estate from Texas A&M University in May of 2009. |
